7th CPC Rule Update: In accordance with the Ministry of Finance rules, when Dearness Allowance (DA) crossed the 50% threshold, House Rent Allowance (HRA) automatically revised upwards from 27%, 18%, 9% to 30% (Class X), 20% (Class Y), and 10% (Class Z).
Dearness Allowance (DA)
DA is updated bi-annually (effective January and July) based on the All India Consumer Price Index (AICPI-IW). In 2026, the central rate stands at 53% of Basic Pay.
HRA City Classification
As per 7th CPC regulations, when DA crossed 50%, HRA tiers automatically jumped to 30% for Class X (Metros), 20% for Class Y (Tier-2 Cities), and 10% for Class Z (Rural / Small Towns).
NPS & Mandatory Deductions
The National Pension System (NPS) employee contribution is exactly 10% of (Basic Pay + DA). The Government contributes matching 14%. Monthly professional tax is standard ₹200.
